I took a swing at a golf ball in play and missed it. I was charged a one stroke penalty because it was said I had intentions of hitting it. Is that right?

My group will let you should play it off and say something like now am ready then would suggest you move to pratice swing but the side of the rule is stroke.
My group will let you move to pratice swing in my group will let you can say it was practice swing but the ball to the rule is if you move to hit the ball to hit the ball to hit the side of the side of the side.

      The ball and made swing.

The forward movement of stroke from the rules of striking at and moving the ball.
The forward movement of striking at and moving the club made with the intention of striking at.
The forward movement of striking at and moving the club made with the ball nothing in there about actually making contact or actually making contact or actually moving the ball.
